organizations in the marketing and sale of their products to government agencies and commercial customers located throughout the United
States. We specialize in Government procurement, especially sales to the Defense

- Advise our clients on strategic direction and
marketing objectives for particular market areas.
- Identify leads of responsible personnel for
whom client could perform services on manufacture products
- Identify programs or manufacturing opportunities suitable for client
participation
- Present client's qualifications and capabilities to potential customers
- Qualify potential leads
- Arrange for presentations and briefings by client's personnel for qualified
leads
- Support client's capability briefings, meetings, and discussions related to
lead development activities
- Identify technical topics of interest to qualify leads for development and
presentation of marketing material
Pre-Quotation
Phase
- Advise clients on marketing objectives and
bid strategy leading up to the submission of a sound quotation
- Provide local liaison as required at the various customer procurement agencies
to obtain solicitation, engineering data, drawings, specifications, statement
of work, contract history, competitive technical/pricing data, and other
procurement cost/technical data
- Assess competition to include their bid strategy, strengths and weaknesses,
and characteristics through market research and direct interface with
customers
- Identify key procurement opportunities at all potential customer sites,
analyze the procurement data, determines current and future buy forecast
demand, and prepare a marketing/sales report of each particular new
opportunity for use by our clients in the preparation of quotations
- Provide continual interface with buyers and other key customer representatives
at high-procurement sites and arrange for meetings for clients'
representatives
- Through Internet access to the government's electronic commerce (CBD) and
electronic bid boards (EBBs) as well as through value added network bid
abstract services, conduct daily downloads of customers' advance bid
information and solicitations
- Electronically analyze bid opportunities and transfer those solicitations to
QPI's "Quotation" data bases for tracking
- Assist clients in the development of briefings, statements of work,
engineering sketches, and presentations and other marketing materials
- Maintain continual liaison with our clients' key business development
personnel through phone calls, telefaxes, and regularly scheduled in process
reviews/sales meetings
- Generate monthly progress reports for the clients, which describe potential
customers already contacted; programs under development by potential
customers; clients' products of interest; solicitations ordered:
openings, proposal lead time, and amounts estimated; planned work including
travel/visitations for the next reporting period
Quotation
Development Phase
- Support data gathering to include the
obtaining of solicitations, amendments, drawings, specifications as well as an
understanding of the customer's requirements and award evaluation criteria
- Participate in the development of a quotation based on facts gathered and
knowledge of government requirements and mission objectives
- Participate as required in clients' quotation review efforts prior to
submission to customer
- On behalf of the Client, electronically
transmit quotations (T, X, and Q bids) via the Internet or EDI to the
Government buying agencies
- For large Request for Proposals (RFPs) and Invitation for Bids (IFBs), ensure
timely submission prior to the closing date
Post-Quotation
Phase
- Continue to monitor and assess status of the
quotation evaluation process
- Support discussion questions from the buyers concerning quotations
- Support Best and Final offers and other contracting activities leading up to
award
- Interface with buyers on a continual basis to determine proposal status and
submit Quotation Status Report to clients monthly
- Identify awardee, dates of award, amounts, and submit Awards Report to clients
monthly
- Request and attend post-award debriefs with buyers on contracts
lost by
clients but rationale is unclear
- Assist in the development, submission and discussion of contract award protest
letters as required
Post-award support will be provided by QPI as
directed by the Client. Areas of support include interface with key
Customer personnel for resolution of contract-related problems (e.g., quality,
delivery, etc). QPI will monitor Client's Automated Best Value Model (ABVM)
rating and reconcile problems as required to maintain a high ABVM rating for
delivery and quality
Special
Projects and Alternate Offers
To expand Client's product line, QPI will
identify certain projects that are sole or limited source items to Client's
competitors. QPI will coordinate these projects with Client and
Customer's Value Engineering personnel to determine Client's chances of
becoming a new approved source of supply. Some of these projects will
have open solicitations and others will not. QPI will research and
obtain drawings and/or parts and assist in the source approval process.
These projects will require continual technical interface with Value
Engineering. QPI will coordinate and direct the effort and keep our
Client apprised of progress through monthly reports.
