PRESS RELEASE

Quality Performance, Inc. (QPI) recently awarded Moriah Wind System Contract, valued at $37,450,000.00 over five years.

Fredericksburg, VA., April 17, 2008 --- Quality Performance, Inc. (QPI) received a $37.45 Million contract from the Naval Air Warfare Center Aircraft Division, Lakehurst, NJ for the production and supply of the Moriah Wind System for the U.S. Navy fleet. The contract calls for delivery and installation of approximately 7-10 ship systems per year as well as on-board spares and diagnostic kits.

"We have successfully completed the initial five year contract and are very gratified to have been awarded this follow-on five-year contract. We are looking forward to supporting the U.S. Navy and Coast Guard fleets," said Herb McDermott, President of QPI.

Moriah Wind System is a solid state wind measurement system employing ultrasonic technology to accurately measure wind speed and direction on naval ships. It is planned to replace the antiquated electro-mechanical "wind bird" indicating measurement system in the entire fleet over the next 20+ years. Besides the ultrasonic wind sensor unit, the Moriah Wind System includes a dual-redundant wind processor unit and numerous 8.4" and 15" multifunctional color displays located throughout the ship. The Moriah Wind System has been operational in the fleet since CY 2005 with no calibration required and no known operational failures. Moriah is currently installed or being installed on all aircraft carriers, amphibious ships, Aegis Destroyers and Cruisers, and other warships and ancillary vessels.

Moriah can be expanded to include optional meteorological sensors (air temperature, air pressure, relative humidity, and sea water temperature). This version of the Moriah with met. Is being installed on the US Navy's Littoral Combat Ships and US Coast Guard's National Security Cutters.

QPI performs all management, engineering, installation, logistics, and depot-level repair work at their Fredericksburg, VA facility. QPI's Moriah subcontract-manufacturer, Aeronautical & General Instruments Ltd (AGI), produces the equipment at their UK facility.

QPI, with CY2007 sales of $7 Million, is a veteran-owned small business founded by Herb McDermott and Steve Fortner in 1990.
